Former DFAT Australia China Council scholar Andrew Phelan says China is attempting a “divide and conquer” strategy as it increases its presence in the Pacific region.

Mr Phelan said China is “not going away” as it signs a security agreement with the Solomon Islands and strengthens its relationship with Kiribati.
